Seminar paper from the year 2009 in the subject Politics - International Politics - Region: Near East, Near Orient, grade: 5 (CH), University of Bern (Insitut für Politikwissenschaft), course: Deliberative Democracy, language: English, abstract: The victory of the conservative AKP (Justice and Development Party) in November, 2002 elections has brought the issue of turban1 back on the agenda, so much so that the tension between Islamists and Kemalists has again increased. This controversial debate has divided the Turkish society into different camps. Secularists claim that the turban is a political symbol and has nothing to do with basic individual rights. Islamists, on the other hand, treat it mainly as an issue of religious freedom. The basic goal of this paper is to answer the question of whether deliberative democracy can contribute to creating a healthy dialogue between Islamists and Kemalists in Turkey. Special emphasis has been given to deliberative concepts such as social learning and mutual understanding, because they may enhance the possibility that an adequate atmosphere of dialogue can be created. First, the theoretical framework will be discussed: After handling the general considerations of deliberative democracy, a more specific model of John Dryzek will be dealt with which analyses the decision making and social learning levels of deliberation separately. Then, Seyla Benhabibs work 'Claims of Culture' (2002) will be examined. Benhabib focuses on the less restricted, informal phases of deliberation in her book. By focusing on Dryzek and Benhabib, this paper aims to establish an analytical framework that shows deliberation as an opinion formation process oriented to learning alongside the decision making process. The third chapter focuses on the headscarf debate in Turkey by considering its historical roots and legal framework. In the fourth chapter, a survey conducted in 2007 by the Konda Research Institute regarding the perceptions and practices of people in Turkey regarding religion, the headscarf and secularism will be presented. Next, some of the findings of the 'Q survey' conducted by Bora Kanra will be discussed. It will be argued that the findings of these two studies will bolster the hopes for establishing a more healthy democratic culture in Turkey.

This book explores the state in post-genocide Rwanda through an ethnography of a state-run civic education program and everyday forms of government. In 2007, the Rwandan government introduced a nationwide civic education program, called Itorero, to teach all inhabitants about its vision of the model Rwandan citizen. Since then, this ideal has been pursued through remote training camps, village assemblies, and daily government practices. Based on ethnographic research of the life and workings of Itorero camps and the day-to-day administration of a local neighborhood in Kigali, this book investigates how such a pursuit has come to affect Rwandans' relation to the state and what it may tell us about modern forms of authoritarian rule.

Einleitung Was nach dem Ende der Apartheid kommen würde, konnte Anfang der 90er Jahre kein Südafrikaner mit Sicherheit prophezeien. Würde ein Blutbad ausbrechen oder der Über-gang von einem tyrannischen Regime zu einer Demokratie friedlich verlaufen? Würde jahrelang eine Stimmung von Missgunst und Rachsucht über das Land herrschen oder würden sich Schwarze und Weisse von einem Tag zum anderen in die Arme fallen? Trotz viel Unsicherheit konnte man zumindest auf geographischer Ebene schon ahnen, was fol-gen würde. Wie erwartet zogen nach der Abschaffung des Group Areas Act unzählige Schwarze aus den ehemaligen homelands in die städtischen Ballungsräume und viele schon ansässige Gastarbeiter zogen aus den Townships in andere Stadtteile, die zuvor aus-schliesslich von Weissen bewohnt waren. Die Grossstädte Johannesburg, Kapstadt und Dur-ban erlebten also gleichzeitig sowohl eine demographische Umstrukturierung also auch eine Massenzuwanderung aus umliegenden und weiter entfernten ländlichen Räumen. Während die ehemaligen homelands (v.a. Transkei, Kwazulu und Lebowa) durch den Exo-dus v.a. viele junge Schwarze verloren, wuchs der Bedarf an Wohnmöglichkeiten in den Städten rasant an. Die abgelegenen Townships und innerstädtischen Gebiete konnten (und können bis jetzt) nicht alle Zugezogenen und deren Nachwuchs beherbergen, sodass an den Peripherien der Städte so genannte informal settlements (auch shanty towns oder squatter camps, grösstenteils Marginalsiedlungen) entstanden, in denen die Lebensbedingungen v.a. aufgrund mangelnder Infrastruktur, Armut und Kriminalität erschwert sind.

The country's party system, and its style of popular politics in general, are untypical of Western liberal democracies in many ways.' He is proved right when looking at the classical political model and Ireland's party structure. The general political spectrum that 'divides political ideologies on the basis of their beliefs' is not applicable to the Irish political landscape. One can neither find a clearly left-wing nor a genuine right-wing party. Instead, two big and nearly equal conservative parties prevail: Fine Gael and Fianna Fáil. For many years these parties dominate the Dáil winning together over 50% of the seats every election. Since their foundation in the early 20th century the parties share basically the same political platform and represent therefore just an alternative to each other. The Irish population constantly favoured centre-right politics and consequently other political camps were generally left by the roadside: in 2007, for instance, the Labour Party and the Green Party together won only 26 out of 166 seats. Another factor for Ireland's flat political landscape is the lack of cleavages within the Irish society. Not only due to 'exceptional ethnic and religious uniformity, [...] [based on] the role of the Catholic Church in social and political life' but also due to Ireland's late industrialisation, traditional and homogeneous voting was and still is more influential than in other western democracies. The three factors, introduced above and explained in detail below, are not the exclusive reasons for Ireland's unique political landscape. Instead, the whole party structure matured over the past 100 years. It is therefore important to regard the process as a whole, to better understand the evolution of the current situation.
